Did you installed the Manufacturer Utility to manage your Wireless Network
from the CD came with PCI Card?.
If Yes you need to Disable Windows Wireless Zero Configuration from Managing
    your Wireless or Vice Versa.
To Disable the WZC try this:
Open a Run Command and type in:
services.msc click [OK] scroll down and locate the Windows Wireless Zero
    Configuration service and Disable it.
Also make sure the Newlink Wireless services there started Automatically.
Make sure the Computer clean from malwares as malwares can have impact on
    your Network speed and accessibility.

I assume that you have set your router to use a non-default SSID so that
you are sure that you are connecting to YOUR router and not some
    neighbor's router.

Nine meters may not sound like much, particularly in light of the
"maximum range" figures advertised by some wireless manufacturers, but
what really is important is what is between the router and the adapter.

How many walls? What type of construction? Are there metal studs or
steel beams in the walls? In addition, interference with other
radio-frequency sources can cause problems. WirelessG shares its radio
band with microwave ovens, some cordless telephones, and other devices.
In addition, there may be a neighboring wirelessG network that is
interfering with you. Try changing the channel your router uses: in
the U.S., the 3 channels to use are 1, 6, and 11. If you are using 6,
    try 1 and then 11.
