Follow up
Hi there,
I tried the above but without success, this is what I did:
1- Turned on ICS on the 3G connection
2- Disabled the DHCP server on the netgear DG834G
3- Connected both laptops to the router using an ethernet cable
4- Assigned the DG834 the IP address of 192.168.0.12
On the host laptop, the LAN address automatically assigns itself to
192.168.0.1 but the DHCP does not work for the client laptop.
I assigned a manual IP to the client using 192.168.0.1 as the gateway
and DNS. Did not work.
Anyone know why?

Posting the results of ipconfig/all of both computers may help.

I have noticed that it says the PPP 3G is not DHCP enabled, can that
be the problem? How do I enable it?

I am not sure why you "Connected both laptops to the router using an
ethernet cable". The ICS host and client should not have router.
