You can't. You need Platform Builder, which is the tool used to build
platforms based on the Windows CE operating system.

Did your copy of the operating system come with any SDKs? If it
didn't, I don't know what you can do with it.

I'm pretty sure this note will not be sufficient for you, but I'm not
sure how or what to explain further. The following seem relevant:

Thanks for the reply, but when i install wince 6.0, its platform
builder comes as a plugin to visual studio 2005.
Currently i am able to build an os image of wince 6.0 and deploy it on
the device/emulator, but i couldn't able to make an
SDK so that other applications (say VC++,VC#) can use it as its target
platform(as it was the case with eMVC and platform
builder 5) and able to deploy those applications on to device/emulator.

    Thanks in advance,
    Dixit

I think you'll have a much better chance of getting a useful reply if
you ask in a newsgroup for folks who use Platform Builder; I don't, so
I've helped about as much as I can. I just used google
    (http://groups.google.com/advanced_group_search) to look up
    platform builder
and got 104,000 hits. Way too many to wade through, but I saw leads
for at least two relevant newsgroups:
    microsoft.public.windowsce.platbuilder
    microsoft.public.windowsce.embedded

You can watch the video No 3 'CE 6.0 tools' from
    https://mscorpevents.com/ce6launch/c...ionagenda.aspx
(you will need an Windows Live ID Network account).
There you can watch ALL tools provided for windows CE 6.0 in action
including how to make an SDK,

    Regards,

    Viron.
