I have a bit more time this morning, so I've done some research.
Microsoft Windows CE Services is/was the name of the program that
preceded ActiveSync. I just did a quick search starting at
and found nothing. No surprise. Unfortunately, that means you will
probably have a hard time finding a copy. I don't have an old enough
CE computer to test its compatibility with ActiveSync. So I've helped
about as much as I can.
(CE Services included an option called ActiveSync, which was the piece
that actually synchronized. I think the new name is a mistake. But the
old program was definitely even fussier than its replacement.)
