no you do not need to start it on server 1, nor do you need to install it to server 1,

What you need to do next is use xmlaccess to add it to portal.
on your server under
C:\IBM\PortalServer\doc\xml-samples

there will be a file called
DeployThemeFromWebModule.xml

that is the sample you need to edit to create a theme from a web module
