No, in WebSphere a "cell" is the boundary of administrative visibility.
Each cell will require a DMGR instance.

The cell is the unit of administration; there's a one-to-one correspondence between cells and deployment managers.
No amount of fudging with profiles can get around that.

brataj is correct for v6.1
However what you want to achieve may be possible with the v7.0. Look for Job Manager in the InfoCenter.
