We have a two-column-layout page in WebSphere Portal 6.0 with a
requirement to allow the user to change the ORDER of portlets in the
left column (but not add or remove them), but not edit the right
column.

As far as I can tell, these permissions are applied on a page level,
not a portlet level, so you either give the user full-page
customisation permissions or not.

Is there a way to allow customisation of only part of the page?
