Persistence is a property of the message, not the queue. One can set a
default persistence on the queue, but apps are free to ignore this setting
when putting the message.

Generally, the decision on whether messages are persistent is really best
handled in the app that puts the message. I guess you may have other
requirements though.

The IBM cluster document mentions that default queue definitions should not
be modified. However, I would like to enable persistence on the
SYSTEM.CLUSTER.TRANSMIT.QUEUE. Is this possible?
