When using wlconfig to create a ForeignJMSServer that contains a ForeignJMSDestination
and a ForeignJMSConnectionFactory, the second sub-item is always created outside
of the ForeignJMSServer.

Example:

results in:

Name="MyForeignJmsDestination" RemoteJNDIName="my.publish.queue"/>

Name="MyForeignJmsConnectionFactory" RemoteJNDIName="my.publish.connection.factory"/>

Creating the ForeignJMSConnectionFactory first, just pushes the ForeignJMSDestination
outside of the ForeignJMSServer.

This behavior is on WLS 8.1SP2.
