Re-reading this, did you notice that there's an "openvms.mak" and an
"openvms.mmk"? According to the doc/Make.htm#VMS_build (HTML) doc:

[...]
As of Ghostscript version 5.0 you can use GNU make -- with the
file OPENVMS.MAK [...]
[...]
Building Ghostscript with MMK or MMS uses the file OPENVMS.MMK
[...]

Using the right description file might help some.
