TomBob, I just had this trouble and after 9 hours of analyzing the issue,
I found it to be a corrupt file in the Data folder where the Backup Exec
    database is held.

Try this: Rename msgq0000000000.dat then start the services. Backup Exec
    will re-create this file.

I got thos with an "Object -11" error in the event viewer and can recreate
this error at will with this corrupt file (I saved it!)

    Let me know!

Same problem here on a new installation of SBS 2003 / BEX 10 for SBS. First
backup was ok, but then the Job engine service crashed and when I try to
restart it, I'm getting the error 0x8007000e not enough memory.

    any idea?

    Roland
