Jobs get queued for two main reasons :
    - connectivity ,unable to establish communication between master | media and
    client
    - issue with the storage unit
Further details can be found in the system messages of the media server
    (/var/adm/messages ) and the all_log_entries report

I would check the setting of retries. Maybe your retry settings are 4 times
in 12 hours and your schedule setting is only 4 hrs. So if they're queued?
eventhough not active, still count so they're not dead with 196s when they're
out of windows? I am not really sure if this apply to queue jobs. I know
it is for active jobs but it's worth a look into.
