Not sure if this will solve your problem.
For deassigning the volumes:
1. use /usr/netbackup/bin/admincmd/bpexpdate to
deassign the volume you want to delete.
2. from the volume manger, delete the volume.
3. use the inventory update to reassign the volume
For changing the volume pool, just start the volume manger
gui, right click on the volume, select change. There will
be a dialog pop up for you to do that.

You need to use the /usr/openv/volmgr/bin/vmquerey -deassignbyid
