Is there any way to set a scheduled job window to start between 11:00pm and
say, 2:00am? if the time is after 2, then do not start the job? I of course
have it set to begin at 11:00, but if there is no tape until 6:00am, that
    is when the job starts.

    Background:
I work at a school district with multiple buildings, and I do not have the
time to babysit the backups every day. We have people doing the tapes, and
once in a while they either forget, or we have a snow day where noone puts
in the next tape. Then what happens is the next morning they put the tape
in, and the job from last night runs, slowing down the server and whatnot,
and then they are stuck in that loop until i manually cancel a job and put
    a new tape in.

Assuming you are running in partition management mode, try this:

From the BE Admin Console on the server go to Drives|Partitions.
Select your partition and press [F4]. Go to Advanced Configuration,
then select 'Place partition on hold if not serviced within [ ]
    minutes.' [F2] to save.

Additionally you may need/want to do this:

From the BE Admin Console on the server go to Options|Media
Server|General. Check the box 'Enable prompt timeout', and set a
    timeout value. [F2] to save.

    -Barry.
