Your processor is too fast for NEtware to finish its SCSI Scan before finishing
the SOFTWARE loads of the AUTOEXEC.NCF.

Add a line to the AUTOEXEC.NCF "SCAN FOR NEW DEVICES" on the line above BESTART.
This forces Netware to finish the SCSI Scan before BESTART starts.
