apt-get dist-upgrade is just a slightly more aggressive system
update. Fedora can do that.

If you are asking about upgrading Fedora to a new release, it did not
work for me from 7 to 8. Was a big part why I decided to switch to
Ubuntu.

I must say Ubuntu's dist-upgrade is really good. Have done it 3 times
and the upgrades just worked, though some packages were broken.
