    ? how does one use apt-get or synaptic (gui or cli) to install a local rpm.

    [ simplistic answer: rpm -ivh file.rpm ]

    rpm install lists many "unresolved dependencies". but apt-get and/or
    synaptic can resolve many dependencies issues (and will do so minimizing
    override issues, and library conflicts with existing software)

    so is there an option to install from a local file? (not local repository)

    Install alien to convert RPMs to DEBs. Here's an article outlining how it
