  1. Sending and receiving faxes via Vonage with only ethernet cables in play

Given a Comcast cable connected to a cable modem and then to a Linksys
    standard router.

An ethernet cable connects between the router and a Vonage wireless
transmitter which supplies a pair of Vonage wireless phones.

Is there any way to use the Vonage phone line to send and/or receive faxes
    via Windows XP fax program?

If the Vonage wireless transmitter has a POTS jack (RJ-11), and you
have a POTS modem with fax support, then yes.
