I am noob to this, and I hope I can find help in here.

I am able to telnet to localhost 3128 but when I try remotely *Not on
the same network of the server*, it doesnt work... it gives me Connect
failed

as for the iptables, this is what I have:

target prot opt source destination
DROP all -- nat-64-202-161-71.ip.secureserver.net anywhere

ACCEPT tcp -- anywhere anywhere tcp
dpt:webcache

Chain FORWARD (policy ACCEPT)
target prot opt source destination

Chain OUTPUT (policy ACCEPT)
target prot opt source destination


and netstat -a summary result is:
