almost all scores are in $path/to/share/spamassassin/50_scores.cf.

/path/to/share/spamassassin/50_scores.cf | grep -v URIBL | awk '{print
"score " $2 " 0"}' > scores.cf

should do (MAPS is already disabled in the default config).
