Default Using net-snmp to implement NMS?

It looks to me like most of the net-snmp functionality is based around
creating snmp agents. I'm looking to implement an NMS to grab tables
via getnext/bulk, not an agent.

Is there a better library (or something I'm not seeing in the NET SNMP
API) for reading tables? Right now it looks like I'd have to
re-implement most of "snmptable", only using NET-SMP for PDU
creation/session handling.
