That is correct.

See the definition of the SNMPv3Message structure in section 6
of RFC 3412. In particular:

HeaderData ::= SEQUENCE {
msgID INTEGER (0..2147483647), <====



The request ID is also limited to a max value of 2147483647
(e.g. PDU definition in section 3 of RFC 3416)
