I've downloaded and installed net-snmp-5.4.1-ssl-3.win32.exe

Did you compile the suite yourself, or did you install a pre-compiled
binary?

It looks as if the library doesn't include support for the TCP
transport,
which is required for AgentX. Normal SNMP requests use UDP
