Yep. Agreed. And I'm saying that as the person that implemented the
suggested text for turning on linkUp/linkDown alarms. The only reasons
that it's done that way are:

1) it's OS independent. netlink is linux specific, for example.
2) it was easy

It's certainly not ideal and patches to implement a proper kernel tie
would be greatly appreciated.
