Maybe. In the US bankruptcy means different things depending on what
you file for.
The bad is chapter 7, where you end the company and sell everything
off.
Far more common (at least in the public eye) is chapter 11, where the
company is protected by the court while they reorganize themselves to
try and solve the problem(s). In addition under chapter 11 a company
can go to the court and get agreements changed to better allow the
company to survive.
I would guess that SGI means chapter 11 as the statement mentions
"protection under bankruptcy laws".
