How about this:

- put the following script somewhere (let's say /etc/shutdown_now)

#! /sbin/sh
/sbin/uadmin 256 9 # set poweroff flag
/sbin/init 0

- add the following line to your /etc/passwd file

shutdown::0:0:Shutdown:/:/etc/shutdown_now

If a user logs in as 'shutdown' the machine will immediately begin
to power down gracefully.

(sudo is probably a better solution though.
