How did he end up having 250mhz r10000 in his IP28 board (Indigo2/Teal)?

Overclocking? Borrow r10000 cpu from Octane's?

I thought only 195mhz is possible.

You can find a description of how to transplant a 195MHz R10K from an
Octane (single) cpu module into an Indigo2 where it will be set to run
    at 200MHz
