Did you set the MANPATH env var? Try
setenv MANPATH /usr/share/catman:/usr/man:/usr/local/man:/usr/freeware/catman
before trying the man command.

If its installed, you might want to run "fixpath", mine was at:

/usr/freeware/bin/fixpath
