[Samba4] NTP signed directory

Hi Andrew,

smbd appears to have trouble creating the NTP signed directory. I keep
getting the following error during "make test":

error creating directory : No such file or directory
task_server_terminate: [Cannot create NTP signd pipe directory: ]

I can't find what directory it should be creating. Does it perhaps
just lack a default value in loadparm?

You need to ./autogen.sh and ./configure as it comes all the way from
the top of the build system.
