I have just installed redhat 9 and want to run security and stable
patches. However, I did not buy the retail Redhat with the serial
number. Therefore, I can not do automatic udpates. Is there a manual way
of doing this, and how do I determine when it is time to update withougt
using the auto update?

Use Yum or Apt-get in Terminal will update your system
