What exactly is the name of the library that that package installed? Is
it "libcap", or it is "libcap2"?

The config.log file you provided showed that proftpd's configure script
could not link against a libcap library:

configure:25018: checking for cap_init in -lcap
configure:25053: gcc -o conftest -O2 -Wall -I/usr/include/mysql -L$(top_srcdir)/lib conftest.c -lcap -lcrypt >&5
/usr/bin/ld: cannot find -lcap
collect2: ld returned 1 exit status

(And yet the config.log shows that proftpd's configure goes on to add the
mod_cap module anyway; this is potentially a bug).

I am wondering if your libcap2 package is using a different library name;
I would hope not, but...
