This setting only applies to transfers, not to the entire session.
Specifically, if a data transfer is started, and then during the transfer
there is a pause of data flow for longer than this timeout, the session is
ended. It does not mean that there must be a data transfer in the
configured amount of time, else the session is ended.

As always, debug logging will provide more information, including the
timing of when proftpd received the commands sent by your client.
