The PFTEST.conf file uses an AuthUserFile -- and it looks like the user
name you're using to log in is not in that file.

ProFTPD only uses the PAM API once some other module provides information
about that user account:

Since the mod_auth_file module, in your case, doesn't know about user
'joel', there's no reason to ask the mod_auth_pam module to do anything.
