How do I tell if this is on my NFS partition. I am new to Linux.

What is this command-line argument? If it's supposed to be a
configuration file, you need to use the -c option...

I can't think of a reason why fcntl(2) would be returning EINVAL; is
your
DelayTable placed on an NFS-mounted partition, perhaps?
