Handling of certificates is done using OpenSSL, not by proftpd itself.
Please read up on certificate formats and OpenSSL; asking on the proftpd
mailing lists is not the best place to find answers for these particular
questions.

You're using a version of mod_tls that was never part of the official
proftpd distribution; thus the directives you use are not supported.
