It seems that stateless mode is not supported by all versions of
Windows. E.g. central european Win2k does not support stateless mode
and 128 bit keys (although WinXP supports both). WinCE aka Windows
Mobile does not support stateless mode at all.
If a Windows supports stateless mode you do not have to force it to
negotiate this mode - AFAIR Windows does it by default. But when the
peer does not support stateless mode then stateful mode will be
negotiated.
