    A surge protector does absolutely nothing unless the voltage exceeds the
    design voltage, in which case it shorts out the lines it is connected
    between. The noise on lines is NOT huge spikes (Over 600 volts since I
    believe that is the ringer voltage, and your surge protector better not
    have a lower voltage than that.)
    The only use of a surge protector on phone lines is to protect the
    upwind electronics against lightning strikes on the outside lines.
