This message to the tracker (which I had assumed was broken since it
hadn't responded in 17 hours) would be resolved by fixing the
Configure profile for darwin-i386-cc by adding the
-Wl,-search_paths_first linker option as described in my subsequent
message to openssl-dev.

but not darwin-i386-cc. WIthout it, building no-shared doesn't work.
