I for one agree with the devs. Ultimately, the solution seems to be =
ipsec with just AH enabled and ESP disabled. This however is a much more =
significant undertaking than a ssh implementation. I am guessing orders =
of magnitude more complex.

I hear it quite a lot from customers (especially people that use X
over SSH) that they want to authenticate with SSH and have the data in
the clear to save on the overhead.
Take a look for ciphers=3Dnone in the ssh_config file, that should point
you in the right direction.
