If you mean the password expiry patch, then for the most part, yes,
although what eventually went in (to OpenSSH 3.8p1) behaves a little
different. The differences are documented here:

Unfortunately, 4.0p1 has an AIX-specific bug in the expired password
handling, so you will need to apply the patch in the following bug, or
wait until the 4.1p1 release (which will be in the next few weeks):
