An idea may be to double check the credentials specified in the
localconfig file. Make sure that you can log into mysql from the
command line using those exact strings.

Another idea would be to re-install DBD::mysql.

An MySQL 1.5? is that correct? MySQL must be version 4.1.2 or higher
according to the docs:
