There are a lot of bozos who are putting up "Web pages"
but who have NO IDEA what they are doing.

The next time you encounter this situation, go to this page:
http://validator.w3.org/
Feed in the URL of the page with problems.

You should see something like this

and not like this

At that point, you will know where to place the blame.
