No, upgrades can happen from any version to any version. Just
read the Release Notes for 3.0.

No. I'm testing a migration from 2.18 to 3.0.4. Checksetup.pl performs a "oneshot" upgrade that works very nicely.

ive upgraded mysql from 4 to 5 and then bugzilla from 2.19.2 to 3.0.4 almost
effortless.
in bugzilla, just renamed c:\bugzilla to c:\bugzilla.old
copy data folder from bugzilla.old to bugzilla
run Checksetup.pl to find out that i have to install some extra modules done
with rpm.
run Checksetup.pl to migrate database and finish configuration to finish

the new bugzilla is now in production!
