    OK, here's what I've done:
    1. I've set all my incoming accounts to HTML
    2. I've changed all individuals in my address book from "Unknown" to
    either "HTML" or "Plain Text"
    a. Lists are all set to plain text.
    b. Individual persons are all set to HTML
    3. I sent an HTML eMail (with photo) to several of my personal
    accounts (set to receive HTML).
    a. All returned with text but no photo.
    b. I resent the eMail with a new smaller photo to each of the
    addresses.

Each still received the eMail with text but again, no photo.

There's GOT to be a way I can send photos which are within the text....
especially when I've got everything set for HTML.... except for lists.

It works fine for me. Check your sent folder for the message in
question and use CTRL-U to see if content type says "plain text" or
"html". If it is the former, check:

Tools>>Options>>Composition>>Send Options What have you specified in
    the drop down?
