As a bugzilla admin, click on Edit->Field Values in the footer. From
there you can customize the available priorities for use.

Be sure to also set the 'default priority' to one of those values from
    the Edit->Parameters->Bug Fields page.

    Dear Michael:
I want to do the same thing: changing priority field.
Could you explain in detail how to launch the admin UI in order to click onEdit->Field Values in the footer?
    >From my Bugzilla page, I do not see this one. (only see Edit Prefs).

if you are using Bugzilla 3.1 or newer, there will be an Administration
link in the footer. otherwise, you need to be logged in as a user with
'admin' permissions and the edit parameters will be displayed in your
footer. I believe this to be the case in all versions at least from
    2.18 to 3.0.3

Run ./checksetup.pl --make-admin=your@bugzilla.login to add you to the
    admin group.

    Hi, Michael:
I login to the machine as administrator. But we need an email as login
user to login Bugzilla. How do I add this user with 'admin' permissions
    ?

    Thanks,
    Stella
