No entries in the Event Viewer, apart from the MySQL service starting. I can't believe this is so painful to migrate. I'm ruling out Bugzilla as being culprit here, it appears to solely be a MySQL problem.

Any other suggestions, before I call it a day - this is ludicrous!

You could check in the Event Viewer, to see if that has any clues.

You could try copying the database files over directly (the whole data
directory). Just make sure that MySQL is not running (on the source or
the destination) when you do it.

I just ran into this same issue on MySQL v 5.0.51a. It is either the
size of / or specific characters within one of the values for
attach_data.thedata. If you open up the backup.sql file and comment
out the insert statement where the restore bombs you should be able to
load the rest of your data (minus that attachment). The attachment
causing issues for me was a .pdf > 700k.

Yes, that's a problem with max_allowed_packet, just like I said.
