i use bugzilla 3.0.2 before..after this, my friend suggest to use the latest version bugzilla 3.1.3. but still not solve the problem.
already check the permission and still the same. what else should i check...please advice.

you really need to say *what* is wrong, too. What's the error message
in the log? What's the error message your browser gives you?

If you revert to the original state and it does not start working
again, then there is something entirely different going on. Check what
else may have changed. For example, check whether patching changes
permission settings.
