Default A disabled account keeps receiving mail
Is this a bug? If yes, has it been fixed in the most recent versions? If
not, can anyone point me to the bug number? I'll create it if it does
not exist.

Bugzilla 3.0 has the ability to disable mail, which is a separate act from disabling an account.

But can the admin change this setting, or is it in the user preferences?

check the docs: before 3.0, use the data/nomail file
(http://www.bugzilla.org/docs/2.22/ht...ml#manageusers).
In 3.0 or later, edit the user account
(http://www.bugzilla.org/docs/3.0/htm...ml#manageusers).
