    you can choose not to use the ASSIGNED state. Use NEW, and think of it
    as "assigned". I admit this may be confusing and may need some
    permanent explaining to the users.

    Or, wait for 3.2 and configure the workflow so that it matches your
    needs. You can have a preview: this functionality is available in the
    3.1.1 development snapshot.

    You can also create the bugs with the ASSIGNED state.
