    There appear to be 2 schedules in the whining process. One indicated in the
    cron file and the other in the fill in form for setting the whine schedule.

    What is determined by the two times ? Should they be related in some way ?
    Is the email sent according to the time specified in the cron ? If so what
    is the purpose of the time specified in the whine schedule ?

    The cron needs to run more often than the schedules can possibly occur.
    If there is nothing scheduled to happen, it quickly goes back to sleep.
